From a teacher

There are many things that can be looked at within the district. Firstly, almost every administrator (athletic director, human resources, assistant principals, guidance directors, department chair people) can be replaced by stipended teacher. This has already happened in some cases in some schools with no down side. Secondly, if we can't get rid of Junior High and High School sports (which have become unnecessary with the advent of year round sports through other organizations such as CYO in Basketball or Soccer clubs which never cut kids, unlike schools), many parents would be more than happy to do these jobs for free (my son's friend's father coaches his soccer team). The major part of the expense of sports is the bus fees (they are astronomical if you research this). Parents can drive their own kids or car pool. There are more than enough mini vans going around. Thirdly, many gym classes in high school can be dropped if athletes could be exempted if they are on sports teams. High School gym is pointless and state mandates for exercise can be met playing real sports. Fourth, administrators (who should answer their own phones like they do in a district 3 times the size of Brentwood called Conroe in Texas) don't need all those secretaries, district credit cards, cars, computers or phones provided at taxpayer expense (all of which are noted as abuses at every comptroller audit). Fifth, starting teacher salaries (years 1-4) would be easier to attack because they don't have negotiating power and usually live at home and don't have to support full families. Sixth, most clubs could either be student run by seniors or run by volunteers, such as parents, student teachers, or anyone looking to pad the resume to get hired or stay hired (untenured). I know teachers are the biggest piece of the pie, but they are the only part you actually need to run a school; all else is fat in my book. Niagara Falls Schools Superintendent Gets A+ in Sweetening his Pension
Through Budget Loopholes
 
The Buffalo area, already home of the state's best looking teachers also has one of New York's shrewdest pension manipulators, according to a recent article in the Buffalo News.
School superintendents do not have overtime provisions in their contract. Therefore, they cannot add overtime pay to their last three years of employment, which is averaged to determine annual pension payouts.
Instead, the superintendent of the Niagara Falls School District did the next best thing: he cashed out his copious sick and vacation days during his last three years of employment. His inflated salary during his final years at the school district then were averaged produce an annual pension payout almost $20,000.00 larger than his real yearly average salary that takes into account all of his years of employment, not just the final three. 
While he gets an A+ for manipulating the system, New York State government gets an F for allowing obvious manipulation of the system while leaving taxpayers with the bill.
